FREDERICK W. SPICER
Candidate for Dracut Housing Authority
I am asking for your vote to Dracut Housing Authority Board of Commissioners on Monday May 7th. I have the best experience & background establishing me as a valuable asset to execute the important responsibilities of a Dracut Housing Authority Commissioner.
North Andover High School
Bachelor of Arts, Biology (Salem State University)
Post-Bachelor’s - Total 30 Credits in Accounting, Business Law, Commercial Finance & Taxation
30 Years of Financial Management Positions in Department of Defense
1 year as a Government Contract Specialist
Dracut Conservation Committee member
Dracut Veteran’s Park Concession Stand Committee
Dracut Access TV
Established Dracut Youth Lacrosse Program
Led effort to establish Lacrosse at Dracut High School
My highest priority will be to work with state and federal partners to provide affordable housing and to shorten the time on the waiting list for folks that need affordable housing.
My extensive research of my opponent’s past 5-year record has brought to me to the conclusion that unfortunately Mr. Nangle has not shown any leadership, competence, or any impact on the housing authority as a board member.
I believe that the residents of Dracut need to elect someone with leadership, unconventional competence, and that will make a notable impact on the housing authority. A total of 9 years on the board for Mr. Nangle is more than enough for the residents & people of Dracut.
Over the past 5 years of his board tenure, Mr. Nangle’s total record is making 44 motions to move agenda items, 83 seconds to motions made and 44 discussion comments to board motions. I feel that about 99.9 per cent of the 44 discussion comments fall into the category of “No Value Added” to the discussion.
After reviewing the past 5 years of DHA BOC meetings & documentation, specifically my opponent's record & actions, I have concluded that my opponent has not exhibited the Housing Authority Commissioner responsibilities as stated by US Department of Housing & Urban Development & Mass General Law for Housing & Urban Renewal
Housing Authority Board of Commissioners responsibilities are:
1) Charged with overall Authority governance
2) Overall Authority leadership & oversight
3) Fiduciary Obligation of Authority assets
4) Maintain Authority financial viability
Once again, on Monday May 7th, I’m asking for your vote to Dracut Housing Authority Board of Commissioners. I have the best experience & background which establishes me as a valuable asset to execute the important responsibilities of a Dracut Housing Authority Commissioner.
