ANDOVER, MA – Underscoring that the “Democratic Party needs to be the party of jobs again,” congressional candidate Dan Koh has announced a comprehensive, substantive plan to create jobs and raise wages in the Third District. Koh’s detailed policy proposal focuses on expanding employment in the innovation economy, bridging the skills gap, fighting for a living wage for every worker, and creating jobs by investing in infrastructure.

“I am excited to share my vision for creating an economy that works for everyone,” said Koh. “This plan addresses the thoughts and concerns that I have heard from voters throughout the district over the past few months. I have received invaluable feedback from local unions, businesses, educational institutions, nonprofits, and other stakeholders.”

The full plan is available at and is the first in a series of policy proposals that will be rolled out in the weeks ahead. Highlights from the jobs plan include:

  • Increasing funding for small business innovation research grants
  • Strengthening our educational system to attract, develop, and retain qualified workers
  • Working with small and medium-sized advanced manufacturing companies to generate a more sustainable talent development pipeline
  • Passing a $15 minimum wage
  • Enacting increased transparency and enforcement measures to ensure equal pay for equal work
  • Creating a National Infrastructure Venture Fund and promoting cutting-edge infrastructure investements

“Instead of the false hope of President Trump’s trickle-down economics, we have to develop real pathways to 21st century jobs," said Koh. "With technology changing the skills people need to get ahead, we must build an economy where everyone can have access to a good job with upward mobility. That’s what this plan is about, that’s what this campaign is about, and that’s what I will advocate for in Congress.”
