Lowell Man Allegedly Broke Into Several Cars, Then Stole One

A 23-year-old Lowell man is facing multiple charges after police say he broke into several parked vehicles and ultimately stole one of them.
Richard Chep, 23, of 101 Chapel St., was arrested Wednesday, after leading police on a foot chase.
According to Dracut Police, the incident began around 9:30 p.m. Wednesday, with the report of a stolen vehicle from a driveway on Lakeview Avenue. The owner actually saw the suspect backing out of his driveway in the truck.
While investigating that incident, another resident reported having seen a man breaking into her vehicle and that she witnessed the man get into a pickup truck.
According to police, multiple officers flooded the area to join in the search. Chep was allegedly spotted by a resident, who gave chase on foot, before officers ran him down and made the arrest.
According to police, when Chep was arrested, numerous objects connected to multiple motor vehicle break-ins, were found in his possession.
Chep is charged with larceny of a motor vehicle, multiple counts of breaking/entering a motor vehicle, and multiple counts of larceny both felony and misdemeanor.
