Duggan's Performance Review Highlights Agenda For Selectmen Tonight

The annual performance evaluation of the Town Manager will highlight the agenda of the Board of Selectmen, when it meets tonight at 7 p.m. at Town Hall.
This will be the second such evaluation for Town Manager Jim Duggan, who was hired in 2014. Last year, Duggan received mixed reviews, with Selectman Joseph DiRocco Jr. giving the lowest score of 1.95 of a possible 4.
According to a blog post published by LowellSun.com, DiRocco was highly critical of Duggan for his handling of independent audits of the Police Department and Fire Department. Selectman Jesse Forcier, elected earlier this year, joined in the criticism regarding the Fire Department audit, which included anonymous survey responses from Fire Department employees that featured rough criticisms of the department, Fire Chief David Brouillette and also included medical information about Broulliette.
Duggan was criticized for allowing those survey answers to appear in the final, public version of the audit.
The audit of the Police Department, conducted last year, was especially critical and ultimately led to the retirement of Chief Kevin Richardson. The audit of the Fire Department conducted in August, was more flattering.
